A weird, and possibly useful tool

I found this article on a list I subscribe to--its a rather unique tool for making odd-shaped holes. Unfortunately, I can't quite follow the description of its use. Maybe some of you tool fanatics can help? I would love to see someone demonstrate how to use this thing.

The replacement tool is the Dremel.
The breast plate should be self explanitory. The parsers are stuck into the breast plate(the two little tips are spread for friction),then the bow is wraped around the parser barrel( one turn),
and then the bow is worked back and forth placed inside of the template cut-out to make a rotary drill .

Thanks Dan, I figured you would know something about this. As to the Dremel substitute, I have one of those, but the use of the plate and the template would probably help to control the depth of the cut. And if you can't use the parser to cut a hole, I guess you could use it to start a fire.
